What is affected by the load level of plans?

Each level of plans loading, which you can select on the "Service settings" page of the Data Console solution, corresponds to a similar level of the client’s category hierarchy.

The changed level affects the display of plans on the Data Console. When you edit a plan (manually or in a xls-format template), it will expand to the specified level.
